Agnes Dover is the Director of the firm's government contracts group and has more than 25 years of experience working with government contractor clients. Her practice is concentrated on regulatory and contractual issues for clients in the energy, information technology, defense and biotechnology industries, ranging from startup firms to established defense companies. Her practice includes negotiating both commercial and government contract transactions, counseling on government contract compliance and intellectual property issues, and providing strategic legal advice to clients doing business with federal agencies, particularly the U.S. Departments of Energy and Defense. She has handled the government contracts issues associated with numerous commercial transactions, including industrial security issues that arise during the sale of government contractor entities to foreign owned companies. She has also advised clients on outsourcing and privatization transactions, technology transfer from federal agencies, and liability issues associated with hazardous and nuclear activities.
Agnes joined the Washington, D.C. office as a partner in January 1997 after serving as the Deputy General Counsel for procurement and technology transfer at the U.S. Department of Energy.
Prior to entering public service in 1993, Agnes was in private practice in Washington, D.C. and Phoenix, Ariz. Her practice included criminal and civil defense of government contractors before the Department of Defense and other federal agencies. She managed complex internal investigations for defense industry clients, developed strategies for clients in suspension and debarment proceedings, and developed contractor compliance programs.
REPRESENTATIVE EXPERIENCE
Representation of a Department of Energy contractor in successfully recovering a portion of questioned costs and pursuing reimbursement of legal costs at the U.S. Court of Federal Claims.
Advising a foreign-owned information technology firm on developing a plan to mitigate foreign ownership and control and obtaining a top secret security clearance.
Representation of an Army contractor in converting a termination for default to a termination for convenience.
Representation of several government contractor entities in obtaining indemnification for unusually hazardous risks under P.L. 85-804 for defense and homeland security projects.
