Dr. Kornelius Kleinlein serves as the administrative partner of the Berlin office, working closely with the managing partner of the German offices on management responsibilities. Dr. Kleinlein’s professional experience ranges from telecommunications law, particularly in the areas of net access and tariff regulations, to advising public entities and bidders on large-scale infrastructure projects to the privatization of public companies. He advised the public authorities on one of the largest public-private partnership projects in Germany and was one of the advisors on the development of the PPP Acceleration Act in Germany.

 

Prior to joining Hogan & Hartson, Dr. Kleinlein was an attorney at a leading German law firm from 1990 to 1995 and as partner from 1996 to 2001. He was also at a UK-based international law firm from 2001 to 2005.

 

He has published numerous articles in the areas of telecommunications and administrative law, on public affair activities of law firms, and on the implementation of public responsibilities by private bodies. He is co-author of a commentary on the PPP Acceleration Act and of a commentary on the Investment Priority Act.

 

Dr. Kleinlein has also worked as a research associate at the Freie Universität Berlin and at the Universität Mannheim and is admitted as a notary in Germany.
