Richard S. Silverman

Rick Silverman focuses on trade regulation matters with an emphasis on food and drug and nonprofit association law.

Rick is an avid lecturer and author. He lectures frequently at the Food and Drug Law Institute, the Institute of Food Technologists, the Association of Food and Drug Officials, and various food industry trade associations. Rick co-authored A Guide to Federal Food Labeling Requirements for the U.S. Department of Agriculture and the U.S. Department of Health and Human Services, Government Printing Office, Washington, D.C. He is co-editor of Fundamentals of Food Law and Regulation, Volume I: An In-depth Look at Foods, Veterinary Medicine and Cosmetics (1997 edition) published by the Food and Drug Law Institute and the author of "How to Get Your Food Additive Product Approved," in How to Work with the FDA 37 (Wayne L. Pines, ed., Food and Drug Law Institute 2000). He is also the author of  "Living Without the Regulators: Alternatives to Governmental Regulatory Action," which appeared in The Food Drug Cosmetic Law Journal (1983), and "Legal Implications of Risk Assessments in Food Processing Operations," which appeared in the December 1996 issue of Food Technology Magazine, published by the Institute of Food Technologists.

Following active duty as a Captain in the United States Army, Rick joined the Food and Drug Administration's Office of Chief Counsel where he served as a trial attorney and Associate Chief Counsel for enforcement from 1970-1975 and counsel to the Bureau of Foods (now the Center for Food Safety and Applied Nutrition).

From 1975-1979, Rick served as Secretary and General Counsel of RJR Foods, Inc. and Associate General Counsel of R.J. Reynolds Industries in Winston-Salem, North Carolina from 1978-1979, during which time he also served as General Counsel of RJR Archer, Inc., its packaging subsidiary. During that time, he served as Chairman of both the National Juice Products Association Lawyers Advisory Committee and the American Frozen Food Institute Committee of Attorneys. Since 1976, he has served as legal advisor to the Laws and Regulations Committee of the Association of Food and Drug Officials. From 1983-1990, he served on the Food and Agriculture Committee, U.S. Chamber of Commerce, and from 1987-1990 he served as Chairman of its Subcommittee on Food Integrity. From 1991-1994, Rick served on the board of governors of Food Update and served as its Chairman in 1994. He presently serves as its General Counsel. 

In law school, Rick served as senior editor of the Rutgers Law Review and was a Harkavy Scholar.
